An estate hitting upgrade age.

Cardinia Lakes was built out through the early 2000s as one of Pakenham’s first major estates. That stock is now 15–20 years old — old enough that the original switchboards are showing their age. We see ceramic fuses, safety switches fitted to power circuits but not lighting, and boards that are completely full.
